Eloise Chaplain is the General Manager of Narrabri Shire
Council, bringing a strong blend of technical expertise, operational
leadership, and regional insight to the role.
With more than six years at Council, including her role as
Director Infrastructure Delivery, Eloise has played a key role in advancing
critical infrastructure outcomes for the Narrabri region. Prior to local
government, she spent over eight years in the mining sector as an engineer with
BHP and South32, building a strong foundation in large-scale operations and
project delivery.
Eloise holds a Bachelor of Engineering from The University of
Queensland and a Master of Business (Finance) from University of New England,
equipping her with a unique combination of engineering and financial acumen.
Outside of work, Eloise and her husband run a mixed farming
enterprise near Wee Waa, where they are raising their three children. Her
strong connection to the region underpins her leadership approach, with a clear
focus on community, accountability, and long-term sustainability.
